Ronald Y. K. Leong joined Watanabe Ing, LLP as an associate in 1979.  As the lead for the firm’s labor, employment and employee benefits group, Mr. Leong’s practice concentrates in the areas of management labor and employment and general corporate law.  Mr. Leong has over 30 years of experience representing companies in a variety of management labor relations and employment law matters.

Recently, Mr. Leong worked on a business acquisition involving four different unions with five separate union contracts.  He advised on pre and post employment aspects of the transition and successfully handled all aspects of the resultant challenges by the various unions.  Mr. Leong’s vast experience and background in labor and employment helped ease the facilitation of the multimillion dollar sale, including the negotiation of new collective bargaining agreements.

Mr. Leong has repeatedly been chosen by his peers for inclusion in The Best Lawyers in America and is regularly listed in Honolulu Magazine’s Best Lawyers in Hawai‘i.  He has served as chief spokesperson in collective bargaining negotiations and has engaged in all forms of alternative dispute resolution, including arbitration and mediation.  He has served as seminar faculty for the National Labor Relations Board Educational Conference, American Arbitration Association, the Council on Education in Management, the U.S. Department of Labor, Office of Federal Contract Compliance Program, the State of Hawai‘i, Office of Affirmative Action, the City and County of Honolulu, Employee Association, and the National Business Institute.  In this capacity, Mr. Leong has also lectured on all aspects of labor relations, Equal Employment Opportunity and general employment related laws, before both private and public employers.

Mr. Leong began his career as an officer in the Judge Advocate General Corps of the U.S. Air Force.  He was the recipient of the Air Force Commendation Medal and obtained his Honorable Discharge with the rank of Captain.  Prior to joining the law firm, Mr. Leong also served as legal counsel for the State of Hawai‘i in various capacities, including Deputy Attorney General, Legal Counsel to the Board of Regents of the University of Hawai‘i, and supervising Deputy Attorney General for Central Administration at the University of Hawai‘i. This wide range of legal work, spanning the military, state and private sectors, provides Mr. Leong with a breadth of experience and widened perspective on the practice of law.  The rigid structure and attention to detail that was the signature of his early career has combined with an understanding that flexibility and agile efficiency must always coincide with unwavering focus on the client’s ultimate goals.

Mr. Leong is a member of the American Bar Association and the Hawai‘i State Bar Association.  He is president of the Federal Law Enforcement Foundation Board, an organization which supports the mission of the FBI and serves as citizen liaison to the Bureau.  He formerly served on boards of various non-profit organizations.  Mr. Leong is also a member of the Management Labor & Employment Roundtable and the Society for Human Resource Management (SHRM).
